Social and political movements –labour unions or peasant movements, protests for democratic change and justice or religious and ethno-nationalist movements, and plenty of others – are central actors who create and design the future in Africa. Their activities are substantially affected by current globalisation processes. Analysing this impact, the idea of a ‘global civil society’ falls short as also in transnational networks struggles over the prerogative of interpretation take place. African social movements claim self-representation in global processes such as the world social forums or international negotiations (e.g. in environmental politics). They mobilise on the local and national level against the effects of current global crisis (financial crisis, food crisis, energy crisis, etc.). They build networks not only between North and South but also between actors in different states and regions within the Global South, increasingly overcoming continental and language barriers.
Against this background, the panel focuses on questions such as: How do processes of globalisation and transnationalisation impact on social and political movements in Africa? How are these movements and organisations involved in global forums (international and transnational networks, world social forums, and others)? What role do they play in transnational activist networks? How do external partners impact on these movements and organisations (e.g. regarding the influence of external funding)? How are ‘global’ norms mediated locally through social and political movements in Africa (such as human rights, gender norms, and others)?

Polizei, Sicherheit und Prävention formen die Stadt. Das Policing „gefährlicher“ Stadtviertel, „bedrohlicher“ Proteste, „abweichenden“ Verhaltens oder „unangemessenen“ Aussehens im öffentlichen Raum, Technologien der Überwachung gefährdeter Orte, Kriminalitätskartierung und die Geolokalisierung Verdächtigter prägen die Stadt. Diese Maßnahmen beziehen sich auf zweifelhafte Ansätze wie die Broken Windows Theorie, das Community Policing und spezifische Präventionskonzepte, auf Versicherheitlichungsstrategien, Moralpaniken und moralische Vorstellungen von gesellschaftlicher und städtischer Ordnung. Dabei deuten sie städtische Räume nicht nur normativ. Sie ordnen diese auch an, indem sie Ausschlüsse und Formen der Subjektivierung produzieren und damit zur Reproduktion gesellschaftlicher Machtverhältnisse beitragen.

Sicherheitspolitische Gesetze und Konzepte sowie Praktiken der staatlichen Polizei oder privater Sicherheitsdienste werden jedoch auch Gegenstand zahlreicher Kontroversen und Konflikte. Dabei wird unter anderem an „öffentlichen Raum“, der idealerweise allen zugänglich sein sollte, oder an ein „Recht auf Stadt“ appelliert. Die politische Herausforderung besteht nicht nur darin, die Deutung des „Gefährlichen“ zu bestreiten, sondern auch die damit einhergehende räumliche Ordnung des Städtischen in Frage zu stellen. Kritische Gruppen, Bewegungen und Organisationen mobilisieren gegen Sicherheitspolitiken. Sie besetzen, demonstrieren, vernetzen sich, sie produzieren Wissen und Strategien, z. B. counter surveillance oder counter mapping. Auch Gegner_innen sicherheitspolitischer Interventionen sind als Akteur_innen an der (Um-)Deutung und (Neu-)Ordnung städtischer Räume beteiligt.

Anhand theoretischer und empirischer Beiträge möchte dieses Themenheft die Frage diskutieren, inwiefern Polizeipraktiken und Sicherheitspolitiken in Städten umkämpfte Felder sind. Inwiefern lässt sich eine Verunsicherung der Sicherheit beobachten und konzeptualisieren? Willkommen sind aktuelle und historische Fallstudien aus allen geographischen Kontexten.

The first workshop (9-10 Sept) is on Discipline(s), Dissent and Dispossession and the second on Counter-Conduct in Global Politics (10-11 Sept).  The workshop convenors encourage attendance at both workshops.  However, paper proposals should specify the intended workshop and which days participants would be able to attend.

Workshop 1: Discipline(s), Dissent and Dispossession

Contemporary struggles against dispossession – from the 2011 Occupy movement to ongoing land rights conflicts in the Ecuadorian rainforest -
not only remind us of existing forces of domination and exploitation, but also challenge the ready-made concepts and frameworks through which such struggles are often interpreted.   Building on a previous project – «Disciplining Dissent»* – this workshop aims to open up discussion on the
intersections between the politics of resistance and the politics of knowledge. How might we conceptualise dissent or resistance in ways that
are sensitive to the social and epistemic relations within which anti-systemic struggles are embedded? How might we frame the complementarity and tensions between political dissent and intellectual critique? How might available concepts and frameworks occlude the complex interplay between resistance and repression, discipline and dissent, obscuring what is at stake politically in existing practices of struggle?

We welcome contributions that consider these themes from diverse theoretical perspectives and academic disciplines, including international
relations, international political economy, sociology, philosophy, geography and anthropology.

Questions that might be addressed include (but are not limited to):

• how is dissent rendered intelligible in ways that serve to contain, nullify or depoliticize struggles
• the politics of knowledge in political dissent
• the place of normative political critique in the absence of universal categories or emancipatory blueprints
• the ways in which dissentingcommunities are building their own theories of dissent or are theorising out of their own dissenting practices
• the forms of subjectivisation incited, subverted or arrested through practices of dissent and/or their relation to the types of dissenting subjects assumed by intellectuals and experts
• the ways in which academic disciplines interpret, appropriate and discipline both dissent and critique; the nature and purpose of academic critique at a moment of austerity and economic «crisis».

It is hoped that the workshop will serve as a basis for a journal special issue, as well as for further collobarations around these themes.

Workshop 2: Counter-Conduct in Global Politics: Theories and Practices

Resistance, and its study, is on the rise. Protesting, agitating, dissenting, and occupying inter alia have received increased attention and theorisation in the past tumultuous decade since 11 September 2001. However, such academic and public attention has tended to focus on the
visible and politically discernible practices of dissent against sovereignty, economic exploitation, dispossession and other forms of oppression. Little systematic attention has been paid to potentially less visible practices of resistance or those who do not participate in an expressly political register but that attempt to resist ‘power that conducts’ (Foucault 2007). To this end, the workshop has four main aims.

• First, to theoretically develop, refine and critically interrogate the concept and theorisation of ‘counter-conduct(s)’, a term that, until recently, has received scant attention within the social sciences. We encourage the further critique, development and modification of Foucault’s initial attempts to understand subjects’ ‘possible inventions’ as counter-conduct (1982, 2007).
• Second, to provide a space in which empirical, multi-disciplinary investigations of counter-conduct in a variety of thematic areas and spaces of global politics can be presented.
• Third, to facilitate reflection on the variable and contingent forms of counter-conduct, examining its close relationship with conducting power and revealing the processes of invigilation of resistance and adjustment of conducting strategies.
• Finally, to reflect on the methodological implications and issues, which affect the study of the variegated practicesof counter-conduct.

We welcome contributions that consider these themes not only from a Foucaultian perspective but also that bring diverse theoretical perspectives  — and views from a variety of academic disciplines, including politics, international relations, international political economy, sociology, political theory and philosophy, geography and anthropology – to bear on the study of counter-conduct.

Format: consisting of longer paper presentations, followed by substantial constructive feedback from discussants and audience, the format of the
Counter-Conduct in Global Politics workshop aims to facilitate intensive and extensive engagement among participants with a view to producing article length contributions to a significantly placed journal special issue. Given the lack of systematic focus on practices and subjects of counter-conduct, it is hoped that such a special issue will engender further debate and consideration of the study of counter-conduct in global politics and potentially act as a reference for postgraduate and doctoral research as well.

The conference invites contributions focusing on (although not necessarily limited to):

• the changing features of urban development policies and their impacts on local societies and communities;
• the changing nature of urban planning practices and their influence on public opinion formation, including forms of protest and
• social mobilization in opposition to planned developments;
• the effectiveness and legitimacy of established planning practices in responding to protest and social mobilization and in dealing with possibly resulting conflicts;
• the transformative potential that may be entailed in reflexively addressing protest and social mobilization and in dealing with conflicts;
• the potential integrative and innovative contribution of political agonism and social conflict to the democratization of urban policy and planning.

A panel session will be dedicated to planning conflicts in Portugal.

In den letzten Jahren ist in Deutschland der wachsende Wunsch der Bürger zu beobachten, an politischen Entscheidungen stärker teilhaben zu wollen. Zunächst demonstrierten „Wutbürger“ am Stuttgarter Bahnhof gegen steigende Kosten und den Eingriff in Natur und Stadtbild, später im Rahmen der internationalen Occupy-Bewegung gegen die Maßlosigkeit des Investmentbankings. Bürgerinitiativen werden angestrengt und sind erfolgreich: so etwa die Initiativen zum Transparenzgesetz in Hamburg und gegen Studiengebühren in Bayern. Vielfältige Phänomene deuten auf ein verändertes Verständnis und veränderte Ansprüche von demokratischer Teilhabe in Deutschland hin. Forderungen nach direkter Demokratie, aber auch nach mehr Mitsprache vor und während politischer Entscheidungsprozesse werden laut. Parteineugründungen wie die der Piratenpartei und ihre anfänglichen Erfolge belegen zudem eine gewisse Unzufriedenheit mit etablierten Parteien und ihrem Politikstil. Im Jahr 2013 wird gleichzeitig der 18. Deutsche Bundestag gewählt. Auch hier haben sich innerparteiliche Willensbildung und Vorgehensweisen im Wahlkampf verändert: Mit dem Web 2.0 erfolgen politische Partizipation und Engagement nicht mehr nur über die Stimmabgabe und in Vereinen direkt vor Ort sondern zunehmend auch in Online-Foren, Facebook und Twitter sowie innerhalb mancher Parteien wie zuerst bei den Piraten mit Liquid Democracy.

Im Rahmen der Nachwuchstagung der Deutschen Gesellschaft für Politikwissenschaft (DGfP) gehen wir der Frage nach wie diese Forderungen und Partizipationszusammenhänge die Politik in Deutschland verändern und wie sich im Zuge dessen, auch mit den Möglichkeiten neuer Kommunikationstechniken, neue Partizipationsformen in das Spannungsfeld zwischen
Repräsentation und direkter Demokratie sowie sozialen Bewegungen einfügen. Zusammenhänge mit der europäischen Verschuldungskrise sollen aufgespürt und falsifiziert werden. Es ist nicht auszuschließen, dass Proteste gegen Infrastrukturprojekte auch ohne die Krise stattgefunden hätten. Gleichzeitig bietet die europäische Krise mit Blick auf die Jugendarbeitslosigkeit in Griechenland, Spanien und Portugal vor dem Hintergrund riesiger finanzieller Rettungspakete für zahlreiche Banken in Europa auch für die Bürger Deutschlands vielfach Gründe dafür, das bestehende politische System in Frage zu stellen und von Politik und Wirtschaft Rechenschaft zu verlangen. Einzelne Demonstrationszusammenhänge wären dann eher als Symptom denn als Ursache für den politisch-gesellschaftlichen Wandel zu deuten.

Willkommen sind Beiträge, die sich mit theoretischen Ansätzen sowie empirischen Analysen dem Thema nähern sowie sich mit Konzeptionen zu folgenden Themen mit Deutschlandbezug beschäftigen:

• Theorien politischer Partizipation, direkte und repräsentative Demokratie
• Studien zu Protestzusammenhängen mit Bezug zum Standort Deutschland
• Online-Petitionen und Parlamente sowie dem Wandel parlamentarischer Arbeit

The historiographies on war and protest are still largely separated. Clausewitz’s famous aphorism is conventionally applied to military history and high politics. However, it also points to the political means employed by those who, for various reasons, disagreed with the use of force to compel an enemy. In the final revision of his unfinished manuscript Vom Kriege, Clausewitz acknowledged this factor: ‘War is simply the continuation of political intercourse with the addition of other means. We deliberately use the phrase “with the addition of other means” because we also want to make it clear that war in itself does not suspend political intercourse or change it into something entirely different.’ This creates a relationship between the legitimisation of war by those waging it, and competing political impulses that question the war effort. In most cases, the challengers embraced alternative means of political articulation due to the established channels of political decision making being controlled or dominated by the supporters of the war in question. Focusing on these various forms of protest politics, the session will explore dissent vis-à-vis vast machineries of war from the First World War to the present.

Papers are welcome that pose and pursue one or several of the following (or related) questions:

• What were the social backgrounds of anti-war protesters? Which cultural resources did anti-war protesters mobilise? How have literature and arts contributed to anti-war protest? How did political violence enter into anti-war protest scenarios?
• Comparative approaches (both diachronic and synchronic) are especially welcome, but also case studies and interdisciplinary analyses of various historical constellations.

Over the past year, international and national media have been full of stories about protest movements and tumultuous social upheaval from Tunisia to California. But scholars have not yet fully addressed the connection between these movements and the media and communication channels through which their messages spread. Correcting that imbalance, Mediation and Protest Movements explores the nature of the relationship between protest movements, media representation, and communication strategies and tactics.
